Quick answer

Though He owns all, God set His love on the patriarchs and chose their descendants above all peoples. Election rests on God's free delight, not human merit.

Overview

From the whole world that is His, God freely chose Israel out of love for their fathers. This electing love was unmerited, magnifying grace over any claim of worth. The New Testament teaches that God likewise chooses His people in Christ before the foundation of the world, purely according to His good pleasure.

Christ at the center

Moses promised a Prophet like himself to whom Israel must listen (18:15); Jesus is that Prophet, the one who keeps the covenant we broke and becomes the curse for us by hanging on a tree (Gal 3:13).
