Quick answer

In Cyrus's first year, God stirs the Persian king to issue a proclamation, fulfilling Jeremiah's word. God turns even a pagan emperor's heart to accomplish his promise.

Overview

To fulfill the word spoken through Jeremiah, the LORD moves Cyrus of Persia to proclaim throughout his empire the way home for the exiles. That God can "stir up the spirit" of a foreign king displays his sovereignty over all rulers (Proverbs 21:1). This turn from judgment to restoration shows God's covenant faithfulness, keeping his promise to bring his people back.
