Quick answer

Standing in his place, Josiah makes a covenant to follow the Lord and keep His commandments wholeheartedly, performing the words written in the book. The king leads the nation in wholehearted covenant renewal.

Overview

Josiah binds himself to obey God 'with all his heart and with all his soul,' echoing the great commandment (cf. Deuteronomy 6:5). His covenant renewal aims to align the nation with God's revealed will. While this reform was sincere and exemplary, the law could not finally change the people's hearts, pointing forward to the new covenant in Christ that writes God's law on the heart (cf. Jeremiah 31:33).
