Quick answer

If they return to the Lord, their captive relatives will find compassion and the people will be restored, for God is gracious and merciful. It matters because it grounds the call to repent in God's compassionate character.

Overview

The promise links the people's repentance to mercy for their exiled brothers and children, holding out hope of restoration. The appeal rests on who God is: gracious, merciful, and unwilling to turn His face from those who return. This revelation of God's heart anticipates the gospel, where the returning sinner finds a Father full of compassion in Christ.
