Quick answer

They proclaimed throughout all Israel, from Beersheba to Dan, a call to come keep Passover, which had long been neglected. It matters because the whole land was summoned back to a feast widely abandoned.

Overview

The decree reached the full extent of the land, the traditional north-south boundaries, inviting all to Jerusalem. The note that it had not been kept 'in great numbers in the way it is written' reveals how far worship had decayed. The renewed Passover call points to the deliverance it commemorated and ultimately to Christ, our Passover Lamb who was sacrificed for us.
