Quick answer

David affirms that God tests the heart and delights in uprightness, and rejoices that both he and the people have given with sincere, willing hearts.

Overview

David knows that God looks past the outward gift to the integrity of the giver, taking pleasure in uprightness. His own willing offering and the people's glad generosity flow from hearts examined and approved by God. This anticipates the truth that the Lord weighs motives (1 Samuel 16:7) and that acceptable worship springs from sincerity, fulfilled in those whose hearts are cleansed through Christ.
